Table of Contents Maker Module not sticking to top but works fine while in the divi theme builder.
With Safe Mode enabled, the module is not visible, instead it displays the script.

Actually I found the reason, it’s related to the hidden section in the header template
I moved the Row to the next section and disabled it for all devices and then removed the empty section:
